This PR removes the unused tools/releaseToWinget.ps1 script that was previously used to automatically create PowerShell manifests for submission to the Windows Package Manager (winget). The winget submission process is now handled manually by the community, as evidenced by the manual approval job in the release pipeline.

This public script used to previously PowerShell manifests to Winget is no longer used. Delete it to prevent confusion and to clean up.
